Partner Zhou Yacheng Speaks at International Seminar on Legislation on Addressing Climate Change
On March 29, 2012, Mr. Zhou Yacheng, a partner of Zhong Lun Law Firm Beijing office, was invited to attend the International Seminar on "Legislation on Addressing Climate Change" hosted by the National Development and Reform Commission (NDRC) in Beijing.
His speech, titled “Analysis and Anticipation of Carbon Trading Market Mechanism", centered on the special section of “Market Mechanism and Carbon Trading". His speech mainly covered three aspects: the analysis of the main carbon trading market mechanisms all over the world, the basic principles for establishing carbon trading market mechanism in China and the design of carbon trading market mechanism in China - level, category and trend, with a highly perceptive analysis of the important issues occurring in the establishment of carbon trading market mechanism. His speech was well received by the audience from the governments, academic and enterprises.
Based on his rich knowledge and practical experience in energy saving, emission reduction and carbon trading fields, Mr. Zhou published the first professional book in China with respect to the legal issues of carbon emission reductions trading - “Carbon Emission Reductions Trade: Legal Issues and Risk Control". He was also appointed to provide legal suggestions for the drafting of “Addressing Climate Change Law of China". Some of them were well received and adopted by the legislation workshop.
