Dongyue CHEN

Mr. Chen has over 20 years of experience advising international financial institutions in connection with their debt and equity investment in China across a broad range of industries. He has also represented major Chinese financial organizations in their outbound debt investment. His expertise is especially pronounced in structuring complex onshore/offshore projects combining equity and debt financing.

  • Advised IFC on tens of loan and equity transactions in China

  • Advised DEG - Deutsche Investitions- und Entwicklungsgesellschaft mbH on a number of financings to China borrowers

  • Advised Proparco - Société de Promotion et de Participation pour la Coopération Economique on a number of financings to Chinese borrowers

  • Advised a syndicate of international banks with Deutsche Bank AG, Hong Kong Branch as mandated lead arranger, bookrunner, and agent in connection with a pre-payment facility agreement of up to USD 160,000,000 to a Chinese borrower

  • Advised Commerze Bank on its cross-border financing business in China

  • Advised NATIXIS on a number of financings to China borrowers

  • Advised Barclays Bank PLC on its standby letter of credit business with the Bank of China Limited, London Branch

  • Advised Barclays Bank PLC on a number of its trade finance projects in China

  • Advised Banco Santander S.A. on issues in connection with its on-lending to the Export-Import Bank of China 

  • Advised a syndicate of international banks with ABN AMRO Bank N.V., Hong Kong Branch as mandated lead arranger and bookrunner in connection with a pre-financing facility of up to USD 120,000,000 to a Hong Kong borrower

  • Advised ABN AMRO Bank N.V., Hong Kong Branch on its USD 440,000,000 pre-payment facility to a Chinese borrower

  • Advised ABN AMRO Bank N.V., Hong Kong Branch on its USD 600,000,000 pre-payment facility to a Hong Kong borrower

  • Advised DBS Bank (China) Limited, Shenzhen Branch on its receivables finance to Huawei Technologies Co., Ltd.

  • Advised a syndicate of international banks with Rabobank Nederland Shanghai Branch as facility agent on a pre-payment term loan facility to Austasia Modern Dairy Farm Group 

  • Advised MUFG Bank, Ltd., Hong Kong Branch on its USD 465,000,000 pre-payment facility to a Hong Kong borrower

  • Advised ING Bank on a loan facility to two Chinese borrowers

  • Advised a syndicate of international banks with Standard Chartered Bank (Hong Kong) Limited as mandated lead arranger, bookrunner, green loan coordinator, and agent in connection with a term loan facility agreement of up to USD 100,000,000 and EUR 126,000,000 to a Hong Kong borrower 

  • Advised Standard Chartered Bank (Hong Kong) Limited on its USD 40,000,000 term loan facility to a Hong Kong borrower to finance the latter’s investment in the real estate sector of China

  • Advised Standard Chartered Bank on its receivables finance to a Chinese borrower

  • Advised Oversea-Chinese Banking Corporation Limited on its receivables finance to a Chinese borrower

  • Advised Absa Bank’s Zambian branch and Mauritian branch on its loans to Chinese investment companies operating overseas

  • Advised the Export-Import Bank of China on its tens of term loan facilities to foreign governments and corporate borrowers in Asian, African, Latin American, and European countries

  • Advised China Development Bank on a number of outbound financing projects
