Zhong Lun engaged by Ministry of Landand Resources to Act as Its First Ever External Legal Counsel
On April 26, 2016, the Ministry of Land and Resources officially named Zhong Lun Law Firm as its legal counsel. As the only firm honored with the ministry’s engagement, Zhong Lun Law Firm is to provide consulting and representation services for the ministry.
At the beginning of 2016, the Ministry of Land and Resources sent out bid invitation to a number of prominent law firms based in Beijing, attracting competitors aplenty to join in the bid. The ministry organized its subordinate departments and agencies to hear the statements of the candidates and select the law firm they intend to hire by anonymous vote. The nomination was then submitted to the leaders of the ministry for their approval.
Zhong Lun’s team lead by Mr. Luan Zhengming came out on top in the fierce competition and became the only law firm that won the bid. As the first legal counsel that the ministry has ever employed, Zhong Lun is entrusted with work including offering analyses and opinions on important pieces legislation,examining the legitimacy of decisions made by the ministry, advising on significant legal matters, issuing legal opinion letters, representing the ministry, its subordinate departments and its personnel in administrative lawsuits and administrative compensation cases (which entails drafting statements of defense, gathering evidence, responding to the lawsuits in court and handling other relevant work), taking part in complex major administrativere consideration cases, and conducting training based on the analysis on the administrative reconsideration cases.
