Si LI
As one of the few professionals in China possessing in-depth knowledge and practice experience in terms of EU and US trade remedy laws, Section 337 investigation and its procedures, Ms. Si Li's practice mainly focuses on trade remedies, Section 337 investigation, WTO, export control, economic sanctions, etc. Ms. Li was awarded the honor of business talent for 2016 to 2017 by the authority in Chaoyang District, Beijing.
Ms. Li's career in Zhong Lun Law Firm started in February 2007, since when she gradually became one of the core members of the firm's international trade teams. Over her 18-year experience in the trade remedy field, she has contributed to over hundreds trade remedy investigations. Her clients include listed companies, high-profile state-owned enterprises, multi-national enterprises, industry-leading companies, small and medium enterprises, etc., covering steel, chemicals, fabrics, food and animals, medicine, machinery, etc. Ms. Li excels in customizing the most effective tactics and plans to respond to allegations.
Ms. Li also took part in representing the Chinese government to respond to the consultation and panel round of WTO disputes, including China - Leather Shoes (EU) (DS 405).
Ms. Li's expertise and practice also extend to export control and compliance. She has provided export compliance, US sanction risk control services as well as assessment of R&D subsidies to leading Chinese companies.
Representative Matters
Participated in the representation of the Chinese government in the consultation and panel round of the WTO dispute of China - Leather Shoes (EU) (DS 405)
Represented the industry in defending against the EU's anti-dumping investigation on Chinese seamless steel pipes – closed with no measures imposed
Represented an enterprise in responding to the EU's anti-dumping investigation on electrolytic manganese dioxide and secured the sole "0" duty rate in the final determination, with the mandate being the only anti-dumping investigation case in which the EU has granted a zero duty rate to Chinese companies in nearly 12 years, and also the first zero-duty case since the EU issued new regulations
Represented the Government of China in the initial investigation or administrative reviews of US CVD investigations on wine bottles, tin-plated steel, decorative plywood, and forged steel fittings imported from China
Represented Zhejiang Sanmei Chemical Co., Ltd. in U.S. AD/CVD annual reviews on a series of refrigerants (HFCs, R125, R134a)
Represented Shandong Healsee Capsule Co., Ltd. in U.S. AD/CVD investigations on hard empty capsules
Represented Shandong Sanyuan Biotechnology Co., Ltd. in U.S. AD/CVD investigations on erythritol
Represented Chongqing Huafon Chemical Co., Ltd. in the EU AD investigation on adipic acid
Representd Jilin Forest Jinqiao Flooring Group Co., Ltd. in the EU AD investigation on multi-layer wood flooring
Represented Hunan Sinoboom Intelligent Equipment Co., Ltd. in EU and U.S. AD/CVD investigations on mobile access equipment
Represented China International Marine Containers (Group) Co., Ltd. in response to the anti-dumping and countervailing investigation initiated by the US against container trailers originating in China
Represented China Fangda Group Co., Ltd. in response to the anti-dumping and anti-subsidy investigation initiated by the EU
Representing Qingdao Ecopure Filter Co., Ltd. in response to the Section 337 investigation initiated by the US against water filters originating in China
Provided export-control and economic-sanctions legal advisory services to a central state-owned logistics enterprise
