Jianwei LIU

Mr. Liu is a leading partner of Zhong Lun's international Trade remedy practice team. He holds a master's degree from Temple University and China University of Political Science and Law, and a bachelor's degree in international law from Peking University. Before joining Zhong Lun in 2004, Mr. Liu had served as director of the Legal Department of China Chamber of Commerce of Metals, Minerals & Chemicals Imports & Exports (CCCMC). Throughout his 30 years of career in the anti-dumping sector, including 18 years as a partner in Zhong Lun, Mr. Liu has built his expertise in anti-dumping/countervailing duty/safeguard (AD/CVD/SG) investigations on exports from the Chinese mainland, WTO disputes, compliance, legal issues concerning export control and economic sanctions, etc. Having represented clients in over 200 trade remedy cases across multiple jurisdictions, inter alia, the United States, the European Union, Canada, Australia, India, the Philippines, Thailand, Malaysia, Brazil, Peru, Japan, Indonesia, and Taiwan of China, Mr. Liu has assisted numerous leading conglomerates, major industry associations and sovereign entities in China in responding to AD/CVD/SG investigations. To date, he has served as a trusted advisor for many high-profile clients, including the Ministry of Commerce of China, chambers of commerce or industry associations, and CCPIT (China Council for the Promotion of International Trade), as well as top-tier Chinese manufacturers.

  • Represented CCCMC in responding to an anti-dumping transition review initiated by the United Kingdom against ceramic tiles

  • Represented CCCME (China Chamber of Commerce for Import and Export of Machinery and Electronic Products), CNIA (China Nonferrous Metals Industry Association), and CCCMC in responding to safeguard investigations on various products initiated by Malaysia, the Philippines, and Thailand

  • Represented CCCMC in an anti-dumping and countervailing investigation initiated by the United States on ceramic tiles originating from China

  • Represented CIMC (China International Marine Containers (Group) Co., Ltd.) in responding to an anti-dumping and countervailing investigation initiated by the United States on container trailers originating from China

  • Represented China Fangda Group Co., Ltd. in responding to an anti-dumping and countervailing investigation initiated by the European Union

  • Represented Suzhou Titan Group Co., Ltd. in responding to an anti-dumping and countervailing investigation initiated by the European Union on wind towers

  • Represented Chongqing Zongshen Industrial Group Co., Ltd. in responding to an anti-dumping and countervailing investigation initiated by the United States on two types of engines originating from China

  • Represented Lingong Group Jinan Heavy Machinery Co., Ltd. in responding to an anti-dumping and countervailing investigation initiated by the United States on aerial work platforms

  • Represented Healthcare Co., Ltd. in responding to an anti-dumping and countervailing investigation initiated by Canada on mattresses
