Zhiguo YU
Mr. Zhiguo Yu is a leading international trade lawyer with more than 20 years of combined experience in government service and private practice. He advises Chinese and multinational companies on complex trade compliance, trade remedies, export controls, economic sanctions, market access, and cross-border enforcement matters.
Before joining Zhong Lun Law Firm, Mr. Yu served as a senior legal advisor and investigator at the Ministry of Commerce of the People's Republic of China (MOFCOM). During his government tenure, he participated in and presided over approximately one-third of all antidumping, countervailing duty, and safeguard investigations conducted by China. He was closely involved in the drafting of China's anti-dumping and countervailing duty regulations and served as editor and co-author of China's Anti-Dumping Investigation Manual, an authoritative reference for MOFCOM's investigators. As a former lead investigator and decision-maker, he has extensive experience in the administration and enforcement of China's trade laws and regulations. His government experience gives him particular insight into the legal, procedural, policy, and enforcement considerations that shape trade remedy investigations and related regulatory decisions.
Mr. Yu also represented China in numerous high-level multilateral and bilateral trade negotiations and dialogues as well as dispute settlement, developing an in-depth knowledge of the trade laws and policies of the United States, the European Union, and other major economies, particularly in matters involving China.
As Partner at Zhong Lun Law Firm, Mr. Yu combines extensive MOFCOM experience with sophisticated private-practice judgment. Clients value his ability to translate regulatory expectations into practical business solutions and to provide clear, commercially grounded advice in matters involving legal, policy, and compliance-related risk.
Mr. Yu has represented foreign government entities and private companies in all phases of antidumping, countervailing duty, and safeguard investigations before MOFCOM. He brings first-hand knowledge of both procedural and substantive decision-making processes. He is particularly experienced in managing highly sensitive cases and in guiding clients through the increasingly complex landscape of China's trade remedy proceedings. As China's trade law policies and measures continue to evolve, Mr. Yu has also advised and assisted clients in a range of new and emerging investigation types, including anti-discrimination, trade barrier, industry competitiveness, and anti-circumvention investigations, as well as other novel trade actions initiated by Chinese authorities.
Mr. Yu advises multinational clients on navigating China's export control and sanctions regimes. His practice focuses on developing robust compliance frameworks, conducting risk assessments and audits, and formulating strategic responses to government regulatory inquiries and investigations. He also represents clients in petitions for delisting from China's export control and sanction party lists. His team has a proven track record of successfully securing sanctions relief and delisting for U.S. companies through proceedings before the Chinese authorities.
Drawing on his senior government experience, Mr. Yu advises clients on evolving trade policies, regulatory updates, and the growing convergence of trade, industrial policy, and national security controls. He helps businesses anticipate risks, align with regulatory priorities, and position themselves for sustainable success in global markets.
