CHOCO LI
Since 2013, Ms. Qiao Li has been focusing her practice on the energy and power industry. She has provided, and is currently providing, retainer-based legal counsel services, as well as project-specific services related to corporate mergers and restructurings, investment and financing, equity design, and capital increase and share expansion, to clients including entities under China Southern Power Grid, Guangdong Electric Power Research Institute Energy Technology Co., Ltd., Guangdong Power Grid Energy Development Co., Ltd., HNA Group, Guangye Group, and other domestic and foreign listed companies and listing hopefuls, large state-owned enterprises (SOEs), and group enterprises.
Leveraging her expertise accumulated in long-term service to large SOEs, Ms. Li has provided services to top-notch corporate clients and for landmark projects. In 2020, she participated in the restructuring of two "Double Hundred Enterprises" and three corporate reform enterprises, with several of these projects receiving commendations from the State-owned Assets Supervision and Administration Commission of the State Council (SASAC). At the end of 2020, she took part in the establishment of the "State-owned Enterprise Mixed-Ownership Reform Fund" — the third "national-level" fund approved by SASAC.
Ms. Li also has a wealth of experience in foreign-related legal services. She has led and handled a number of cross-border projects, such as the domestic guarantee for overseas loans project of Bank of China for Guangdong Rising Assets Management Co., Ltd. (GuangSheng), the corporate governance research for the Hong Kong subsidiary of China Southern Power Grid Finance Co., Ltd., cross-border asset enforcement, and the supply chain management project for Vietnam Yongxin Power Plant.
In recent years, Ms. Li has handled numerous cutting-edge legal matters and projects influenced by dynamic regulatory changes. Her mandates cover a wide range of industries. These cases involve strong policy implications and often require her to address regional disparities and volatility in regulatory landscapes. Through these experiences, she has developed a refined skill set in full-process project management, by virtue of which, Ms. Li excels at swift legal research, has in-depth knowledge of laws, regulations, and precedents, and provides legal consultation and suggestions tailored to clients' business needs.
