Drawing on over 15 years of dedicated practice in the energy and power industry, Ms. Yue Peng demonstrates a unique blend of interdisciplinary expertise. Her experience working at a top-tier domestic power grid company has equipped her with the ability to deeply integrate macro industry trends, micro corporate operations, and in-depth legal knowledge into her counsel. She has long focused on the entire lifecycles of projects, covering development, construction, investment, and financing, as well as operation of large-scale energy and power projects. Peng excels at providing clients with strategic solutions that balance legal compliance and commercial feasibility.
Peng has extensive practical experience in power system reform and state-owned enterprise (SOE) reform. She is proficient in resolving complex legal issues arising from these areas, providing professional support to guide clients through major transformations. She remains committed to providing in-depth services in support of "advancing the national energy strategy and safeguarding the high-quality development of clients". They have successfully led the legal work for a number of national-level energy investment projects. Highlights include: Providing legal services for the establishment of the China State-Owned Enterprise Mixed-Ownership Reform Fund — a national-level fund approved by the State-owned Assets Supervision and Administration Commission of the State Council (SASAC) — to further promote the implementation of mixed-ownership reform through the fund; Offering full-process legal services for Guangdong Energy Development Co., Ltd. (one of the first SOEs selected into SASAC's "Double Hundred Enterprises" initiative) in introducing strategic investors. Through this capital increase and share expansion, the company not only achieved the preservation and appreciation of state-owned assets, but also took the first step in property rights reform, becoming the first power construction enterprise within the national power grid system to complete this reform task; In addition, Peng has repeatedly helped clients resolve major long-standing issues. For example, she assisted China Southern Power Grid in completing the reform and restructuring of a large number of collective enterprises affiliated with factories, addressing longstanding issues and facilitating the development of the restructured enterprises. She has long provided legal services to well-known enterprises including power grid companies, China Energy Engineering Corporation, Guangdong Energy Group, Guangye Environmental Protection Group, Shenzhen Gas Group, and Huafa New Energy.
