Ziqing ZHENG

Ms. Zheng is good at dealing with clients' legal issues in the context of complex international relations. In recent years, Ms. Zheng has accompanied officials from the State Administration for Market Regulation (SAMR) in exchanges with counterparts from the European Commission. Additionally, Ms. Zheng has assisted the State-owned Assets Supervision and Administration Commission and SAMR in research related to EU rules on countering foreign subsidies.

Ms. Zheng is one of the earliest attorneys in China dedicated to antitrust law. Since April 2007, Ms. Zheng has represented multinational companies and domestic enterprises in nearly 200 concentration filings, including several with additional restrictive conditions and parallel national security reviews.

Ms. Zheng was invited to participate in public legal education campaigns organized by the Cyberspace Administration of China (CAC). As the sole legal expert, Ms. Zheng attended the official legislative seminar on the Regulations on the Protection of Children's Personal Information on the Internet and was invited to the official consultation meeting on the Regulations on Standardizing and Promoting Cross-border Data Flows (Draft for Comments) by the CAC.

Representative Matters

  • Represented the $7.6 billion acquisition of Bayer's animal health business by Elanco in the concentration filing in China, which was the first to receive approval among global jurisdictions.

  • Represented the target company in the concentration filing when a U.S. chip company attempted a £40 billion acquisition.

  • Provided data outbound security assessment and personal information protection consulting for a foreign-invested enterprise.

  • Provided legal consultation on IoT and cross-border data for a state-owned manufacturing enterprise with operations in multiple jurisdictions.

  • Provided legal advice on trade sanctions for a privately-owned Chinese manufacturing enterprise.

  • Drafted the annual ESG special report and compliance management policies for a non-ferrous metal mining company listed on the Shenzhen Stock Exchange.
