Partner Haixiao (Helen) Zhang Is Appointed as Legal Counsel by Shanghai Municipal Commission of Commerce
Partner Haixiao (Helen) Zhang of Zhong Lun Law Firm Shanghai Office was formally appointed as one of the first panel of external governmental legal counsels by Shanghai Municipal Commission of Commerce (“MOFCOM Shanghai") on 21 January 2016, and she will participate in various governmental tasks mainly led and organized by MOFCOM Shanghai in 2016, such as the “13th Five-year Plan" for construction of international trade center in Shanghai, pilot working-mechanism on anti-monopoly in Shanghai FTZ, dealing with complex issues on approval of important and significant foreign investment projects as well as reform and innovation in respect of foreign investment approval regarding “Negative List" of FTZ.
Dr. Haixiao (Helen) Zhang has been retained as one of the main legal counsels advising Legal Department of Shanghai Pudong New Area People’s Government ever since 2013, and she has also been one of the selective members of the first established Administrative Review Committee of Shanghai Pudong Government since April 2015, which is mainly responsible for high-profile, complicated and influential administrative review cases in Shanghai FTZ.
