Zhong Lun Engaged by National Pipeline as Its First General Legal Advisor
National Oil and Gas Pipeline Corporation (“National Pipeline Corporation") recently issued a notice of award, deciding to appoint Zhong Lun Law Firm (“Zhong Lun") as its first ever general legal advisor.
National Pipeline Corporation was officially launched on 9 December 2019 in Beijing with a registered capital of 20 billion RMB. It is a central State-owned company under the State-owned Assets Supervision and Administration Commission of the State Council, ranking 14th in the latest Directory of Central State-owned Companies, closely following China’s three petroleum giants, China National Petroleum Corporation (CNPC), China Petrochemical Corporation (Sinopec Group) and China National Offshore Oil Corporation (CNOOC).
National Pipeline Corporation is mainly responsible for the investment and construction of national oil and gas trunk pipelines, and part of the gas storage and peak adjustment facilities. It is charged with the interconnection of trunk pipelines and their integration with commercial pipelines, bringing “One Network for the Country" into reality. It is also responsible for the pipeline transportation of crude oil, refined oil and natural gas, and the operation and dispatch of national oil and gas trunk pipeline. By regularly disclosing available pipeline transportation and storage capacity to the public, it aims to provide fair access of the infrastructure to all qualified users.
This is the first time National Pipeline Corporation conducted selection of general legal advisor since its establishment. Zhong Lun fully mobilized and integrated the resources of the firm and set up a bidding team of outstanding lawyers from seven offices with expertise in energy and resources, construction and infrastructure, merger and acquisition, intellectual property, labor law, dispute resolution, etc. By virtue of its professional legal team, advanced service system and outstanding track record, Zhong Lun finally stood out and became the only law firm wining the bid. The legal team for this project include partners Sun Wei, Gao Yan, Duan Haiyan, Huang Jingwen, Qian Boming, Zhang Baisha, Sun Fanglong, Fan Bin, Zhang Shengjie, Tang Jianhui, etc.
Zhong Lun will be entrusted to conduct legal analyses and provide expert opinions on issues relating to the daily operation and management and the external relations, assist in compliance management and training, review and improve institutional documents, and conduct contract review and management, etc. for the National Pipeline Corporation.
